Gang rape on school campus went on for hours

WALNUT CREEK - Onlookers laughed, took pictures and even joined in Saturday night during the two-hour gang rape of a semi-conscious 15-year-old outside her high school homecoming dance, police said Monday.

Teams of detectives and school resource officers spent the rest of the weekend trying to track down those responsible.

"The crimes perpetrated against this 15-year-old are both startling and horrific," police Chief Chris Magnus said Monday. "We are committed to arresting the perpetrators and to preparing the strongest case possible by aggressively pursuing every lead and utilizing the full resources of the department."

The victim, a student, remained hospitalized Monday with non-life-threatening injuries.

Patrol officers broke up the sex assault just before midnight, arresting 19-year-old Manuel Ortega as he ran from the crime scene, they say.

"She was raped, beaten, robbed and dehumanized by several suspects who were obviously OK enough with it to behave that way in each other's presence," said Lt. Mark Gagan, a patrol supervisor in the city's Northern Policing District. "What makes it even more disturbing is the presence of others. People came by, saw what was happening, and failed to report it."

Ortega remained at County Jail in Martinez on Monday booked on suspicion of rape and robbery. Detectives believe as many as six other men also raped the girl as she lay semi-conscious on a courtyard bench, also beating her, taking pictures and stealing her jewelry.

Police took at least one student out of Richmond High on Monday afternoon for questioning.

Nobody called police until word of the ongoing rape spread to a house party in the city's North and East neighborhood, where an appalled partygoer felt obligated to phone in the rumor.

"That's just wrong," said senior Class President Gina Saechao, who helped organize the dance, said Monday. "What if it was your little sister? What if it was your mom?"

Officers broke it up, and found the victim semiconscious and obviously hurt. Paramedics flew her to a regional trauma center in critical condition; she stabilized overnight.

The Contra Costa Times does not name victims of sexual assault without their consent.

The girl attended the dance, held in the gym from 7 to 11 p.m. Saturday. About 400 students attended, with three administrators and four police officers both inside and watching the surrounding parking lot and street.

Police say the victim left alone about 9:30 p.m. and walked away from the dance, expecting to catch a ride from her father. Instead, a schoolmate caught her attention from behind a cyclone fence on the north end of campus. continues here

Editorial : Another victim, another victim of this madness, so many victims yet no solution offered, quite simply society has changed and those that suffer are the innocent, will we ever know the race of this victim, certainly we realise, based upon past evidence, that the perpetrators of such an outrage are unlikely to be Caucasian, yet the unacknowledged truth by the mainstream media is, that many gang-rapes have a racial element, in that the victims are in a majority of cases white. We cannot know of course in this case, whether the same conditions are met, i.e. non-whites perpetrators and a white victim, in any event our hearts must go out to this young lady, to her family and those that love her, be she of any race.

'Police are unable to visit 40% of crime victims because of a fog of administration', says chief constable

Four in ten victims of crime are not visited by a police officer, a chief constable has admitted.

Matt Baggott, who is the country's most senior officer for neighbourhood policing, blamed a 'fog of over-supervision and administration'. 

The Leicestershire chief constable said: 'We do not have the time to do our jobs properly.

'There are no excuses about money. This is about leadership.' 

He believes every victim should receive a police visit. But critics say many forces no longer attend the scenes of minor crimes, such as theft or vandalism. 

Mr Baggott is the first officer to place a figure on the number of incidents that are simply investigated over the phone, with the victim being handed a crime number to give to their insurer. 

He told a conference in London: 'At the moment we do not visit 40 per cent of crime victims. 

'We are not dealing with the moment of misery in their life thoroughly.' 

He fears that this approach will make it harder to find out how crimes were able to take place and whether there were any other problems in the neighbourhood. 


This has a knock-on effect on public trust in policing. 

According to research conducted for Mr Baggott, for every negative experience of the police, officers must do 14 positive acts locally to repair the damage to their reputation.

He urged officers to free themselves from red tape and targets by engaging in 'structured anarchy' - challenging excessive bureaucracy to persuade policy-makers to scrap it. 

He wants constables to have the same freedoms as GPs, who do not need permission from superiors to write prescriptions or decide how to treat patients. 

At present, junior officers have to check their actions with sergeants. 

Mr Baggott also wants all criminals to be met at the prison gates to dissuade the 70 per cent who reoffend from doing so. 

He said they should be placed under such close supervision that they could not commit any more crimes. Former Police Federation chairman Jan Berry, who now works as a red tape tsar for the Home Office, backed Mr Baggott's comments. 

She said: 'We have got too many people complying with sets of rules that are doing nothing for neighbourhood safety.' 


She added there was a danger of 'losing the momentum' in tackling red tape and targets since a report into slashing bureaucracy by Sir Ronnie Flanagan, the Chief Inspector of Constabulary, was published earlier this year. 

Mr Baggott's comments follow a damning report by the Civitas thinktank warning that the middle classes have lost confidence in the police. 

The study found responses to crimes such as burglary were slow and statements given by victims of serious crime were often left lying idle for months.

LEVEL OF YOUNG JOBLESS ATTACKED

Business leaders attacked the level of youth unemployment and warned that young people were more likely to get involved in a life of crime if they didn't have a job.

The Confederation of British Industry said it was "unacceptable" that Britain ranked 23rd out of 28 in an international league table of young people not in education, employment or training.

The picture could worsen "dramatically" in the coming months as the economy suffers, said the business group, arguing that £250 million a year could be saved if the number of young people claiming benefits was halved.

John Cridland, deputy director general of the CBI said: "The CBI has long warned that the UK's approach to disengaged youth is failing. Now we can see the knock-on effects that such failure has on the whole of society.

"This is not just an issue of so many school leavers failing to achieve the expected minimum of five good GCSEs after 11 years of full-time education. This is about the UK churning out thousands of people without the basic skills and attitudes they need to make their way in the world. continues here

Now police are ordered to pay convicts for giving advice on fighting crime

Police forces have been ordered to ask convicts to give them advice on fighting crime. 

Criminals can join new groups which may be involved in the planning of major police investigations - including operations to tackle terrorism, people-smuggling and Class A drug dealing. 

They will have their expenses paid if they join the Independent Advisory Groups which are being set up to address 'diversity issues'. 

The idea is that the panels act as 'critical friends', offering guidance on how local police are seen by the people they serve. 

It is also claimed that by consulting over future operations - such as raids - the groups can tackle the 'distrust of the police service endemic in certain minority communities'. 

The Association of Chief Police Officers has told forces to advertise for volunteers - and added that criminals are welcome to apply. 

The guidance states that there should be a 'presumption in favour of appointing the applicant'.

They can even continue as advisers if they are caught committing a crime while serving on one of the panels, the document adds. 

Some members are allowed access to confidential police intelligence, and will have to sign the Official Secrets Act. 

The Tories have warned that although the scheme is intended to bolster confidence in the police, it could have the opposite effect. 

Shadow home secretary Dominic Grieve said: 'There are some criminals who, because of the gravity of their past offending or the ongoing risk they present, should not be permitted to sit on these groups to avoid damaging public confidence. 

'It is far from clear how this very general advice will be implemented in practice, both to avoid harming the trust of local communities and protecting the confidentiality of police investigations.' 

The guidance also states that there is an argument for not vetting any applicants. 

Reasons given include the fact 'the Gypsy Traveller Community may not have permanent or previous addresses for any vetting to be conducted' and the fear of offending the 'transgender community'.

Leeds torture murder trio jailed

THREE Leeds men will spend at least 33 years in jail after they tortured a businessman before murdering him during a bungled armed robbery. 
Dacosta Daniel, 29, of Servia Gardens, Gipton; Errol Witter, 27, of Blenheim View, Woodhouse; and Robert Cameron, 28, of Richmond Way, Garforth, must also serve eight years for conspiring to rob car dealer Edward 'Teddy' Simpson of £300,000.

Mr Simpson, 56, was killed at his home on Sticker Lane, Bradford, in August 2007, after being viciously beaten with weapons including a pistol, a wrench and a frying pan. His body was found dumped in the grounds of a former nursing home in Wyke, near Bradford.

Leeds Crown Court heard how the father-of-four was subjected to a form of "water torture" in his living room, with the robbers putting a cushion cover over his head and dripping water on his face to force him to reveal the whereabouts of the stash.

Blood splatters were found in the hallway of the house and even in the children's ball pool, while the men also used a monkey wrench to attack one of Mr Simpson's friends, Gary Folkard, after he interrupted the robbery.

A post-mortem revealed Mr Simpson had suffered 56 external injuries and a shattered skull, probably caused by severe blows and stamps.

Sentencing the trio to a minimum of 33 years in prison, the Honourable Mr Justice Langstaff said: "There was a significant element of careful planning. This was not a killing which occurred in the heat of the moment. You were willing recruits.

"You are all men in your prime and at the time, you were big and bulky. Two of you are tall, while the third is ex-army, goes to the gym and is physically very strong. You gave Mr Simpson little chance to put up any resistance."

Daniel, Witter and Cameron, who were found guilty of Mr Simpson's murder in August, were also jailed for eight years for conspiracy to rob, to be served concurrently with the murder sentence. continues here

Vince Weiguang Li Decapitates Tim McLean Aboard Canadian Greyhound Bus

Passengers aboard a Canadian Greyhound bus witnessed a heinous crime late on Wednesday night. They say one passenger stabbed another to death and decapitated him.

Vince Weiguang Li, 40, was arrested and charged with the second degree murder of Tim McLean, 22.

Witnesses say that Vince Weiguang Li pulled out a large knife and began stabbing Tim McLean who was sitting next to him and sleeping. Passengers screamed in terror, the bus driver pulled over in Portage La Prairie, Manitoba and the passengers escaped the bus before Vince Weiguang Li hurt anyone else. Passengers managed to not let Li escape and the bus driver had disabled the bus' motor so Li could not drive away. When passengers entered the bus to try and rescue the victim, they saw that Vince Weiguang Li had cut Tim McLean's head off and he started coming after them with his knife. Police arrived at the scene and managed to capture Li as he attempted to jump out of a window. continues here

Foreign inmates reach record number in spite of ministers’ drive to increase deportations

Record numbers of foreign prisoners are being held in jails in England and Wales, according to government figures published yesterday. 

One in eight of the male prison population and more than one in five of female inmates are foreigners either serving sentences or awaiting trial. 

More than half the prisoners held in six jails are foreign and one prison has been converted to hold only foreigners. Yesterday’s figures show that almost 11,500 foreign citizens are in jails despite a drive by the Government to deport more of them when they end their sentence. A total of 4,200 foreign prisoners who were deported last year served their sentence and the Government has promised to increase the figure to 5,000 this year. 

The latest figures, however, indicate how difficult it is proving to make serious inroads into reducing the overall number of foreign prisoners, despite offering reductions in sentences and financial packages to those willing to depart voluntarily.

It also emerged yesterday that a deal allowing for the automatic repatriation of EU prisoners to serve sentences in their home states will not come into effect until 2011 - two years later than originally expected. Two years ago Charles Clarke was ousted as Home Secretary over the scandal of more than 1,000 foreign prisoners who were released without being considered for deportation. 

Andrew Neilson, assistant director of the Howard League for Penal Reform, said: “Given that the Government lost a home secretary over this issue, you would expect the issue of foreigners in prison to be a priority. Yet while it is true the Prison Service has tightened up procedures on referring cases to the Border and Immigration Agency for possible deportation, these latest figures show the problem proves as intractable as ever.” 

He added: “Those prisons that house more foreign nationals than UK citizens are fast becoming quasi-detention centres, yet with little of the specialist facilities and staff training required to cope with their needs.” 

A total of 11,498 foreign prisoners were in jails at the end of last month, an increase of almost 400 in a year and more than two and a half times the number just before Labour came to power in 1997. 

The Ministry of Justice figures show that 949 of the 4,505 women and 10,559 of the 78,789 men in prison are foreigners. They come from 173 countries, with the largest numbers being Nigerians, Jamaicans, Poles and Vietnamese. 

Canterbury prison has been converted to hold only foreign inmates but several other prisons are now dominated by foreigners. More than half of the prisoners in Wormwood Scrubs, the Verne in Dorset, Pentonville, Morton Hall, Brixton and Holloway jails are now foreigners. 

Almost 500 foreigners are in Wandsworth prison, which with 1,675 inmates has the largest jail population in modern prison history. Among the total foreign jail population are 3,000 serving between four and ten years and 580 serving life. 

Among women almost half are serving sentences for drug offences, frequently having been arrested while trying to smuggle supplies into the country. continues here

Violence takes over from shoplifting as the crime women most often commit

Violence has for the first time overtaken shoplifting as the most common crime by women, according to annual statistics released yesterday. 

During 2006-07 the number of women detained for violent offences reached 87,000 – an increase of 11 per cent on the previous year. The number arrested for theft and handling stolen goods was 80,000, down 6,400 on the previous year. 

The number of women held for robbery also rose, from 4,100 in 2005-06, to 4,400 in 2006-07, appearing to reflect a growing trend of violence by women. 

An increase in young girls and women being arrested for violent attacks occurred in every age group, from 10-17, 18-20 and 21 and over. Overall, the number of women arrested for violent offences has more than doubled in eight years. 

The figures, which were released by the Ministry of Justice, show that the largest increase in arrests of both men and women was in the category of violence against the person. 

The emergence of a “ladette” culture, linked to excessive alcohol consumption, has been blamed for violence by women. One criminologist said yesterday: “These figures suggest something significant is happening.” 

The increase could, however, be a result of changing police practices, in particular the need to meet a government target in 2007-08 of securing convictions for more than 1.2 million offences. This has been achieved. Criminologists and some officers have said that the target has encouraged police to focus on “easy pickings” resulting from disorder on the streets. 

There has been a steady rise in the number of women arrested for violence against the person since the turn of the century, when the figure stood at 37,100. This year the Youth Justice Board said that violent attacks by girls aged between 10 and 17 had risen by 50 per cent over the past three years. continues here

Police officers attacked by mob over litter row

Two unarmed police officers who were attacked by a mob of 30 adults and teenagers were today receiving hospital treatment after being bitten, kicked and punched. 

The officers were attacked by the gang after asking a teenage girl to pick up some litter. 

Other teenagers and adults then attacked the officers after the girl refused their request and dropped the litter again. 

One of the officers required hospital treatment after the attack in Northend, Croydon, South London on Wednesday afternoon.

Police said violence was sparked after the patrolling officers confronted the teenage girl at about 3pm. 

They asked her to pick up a fast food wrapper from a nearby takeaway which she did, before immediately dropping it in front of them. 

When they asked her to pick it up again a friend with the girl became aggressive towards the officers. 

The incident escalated quickly as a group of 30 people gathered around the officers and attacked them. Around five young females were joined by a group of older males in their thirties and forties. All members of the gang were described as black. 

A Metropolitan Police spokesman said the officers, aged 34 and 29, were on sick leave suffering from bruising and knee injuries. 

One officer, who was white, was bitten on the shoulder. The other officer, who was black, was kicked in the knee, police said. 

“The incident escalated very quickly as a group of people gathered around the officers and intimidated and attacked them,” a Met Police spokesman said. 

A 15-year-old girl was arrested at the scene on suspicion of assault. She has been released on police bail. 

Two men aged 34 and 38, both from South Norwood, were arrested on suspicion of assault and violent disorder yesterday. 

Inspector Simon Ellingham said officers were examining CCTV footage from the area. 

He said: “We have heard from several retailers in the area who were horrified at the level of violence used by the crowd against the officers. 

“Whilst we would never use the word 'mob' which is an inflammatory word, we can confirm that eye witnesses have described their initial fear that officers were going to be seriously injured or killed.” continues here

BLOODY BRITAIN: KNIFE ATTACK EVERY FOUR MINUTES

A VIOLENT knife attack happens every four minutes in Britain, new figures released tonight have revealed.

As it emerged that 130,000 incidents of being wounded or threatened with a knife took place last year, the Government was this evening again accused of failing to crack down on crime.

The shocking total does not include those blade incidences committed by under-16s.

And it means that more than 350 knife crimes are committed in England and Wales every day.

The figures from the British Crime Survey - which will deepen public concern about knife crime following a spate of violent murders - disclosed that more than 22,000 of those offences were serious.

There were 231 attempted murders, nearly 14,000 robberies and more than 8,000 woundings.

Nearly one in eight violent crimes involved school-age children and 52 per cent were committed by criminals aged 16 to 24.

Shadow home secretary Dominic Grieve said: "The fact that violent crime has risen by 80 per cent under Labour and the scale of knife crime on our streets, officially recorded for the first time, is a shocking indictment of Labour's failure to tackle crime and its causes.

"Our police have been tied up in so much red tape that they can only spend 14% of their time on the beat fighting crime." continues here

Thousands of foreign criminals 'at large in Britain' as inquiry exposes failures in police and customs checks

Poor border controls and inadequate police checks are making Britain vulnerable to foreign criminals, according to an official report.

Customs officials and police are investigating the backgrounds of only small numbers of arrivals and suspects, the study found.

Just 27 a day are checked to see if they have a criminal past.

And the identities of only 600 travellers a year are checked against an Interpol database of stolen passports.

French officials make 7.4million such checks, while those in Switzerland carry out 3.6million.

Illegally entering or overstaying a visa is also rarely recorded on the Police National Computer.

The report into the national and international use of criminal records was drawn up by former Whitehall mandarin Sir Ian Magee.

He said: 'Front line staff involved in public protection often lack awareness and understanding about international exchange of criminality information. Many police officers simply do not know what is available.'

The report found that the arrival of 2.5million foreigners a month 'was not always accompanied by a flow of information about criminal activities in different countries'. 

It said: 'Information needs to be shared between countries. However, the number of combined requests to Interpol and the UK Central Authority for the Exchange of Criminal Records is very low.'

The report said the UK Border Agency does not yet have an automatic link to Interpol's lost and stolen documents database.

Officials are also unable to access alerts on data from across the EU for wanted and missing persons, stolen and missing property or arrest warrants.

Pubs to be forced to search customers for knives

The Home Secretary, Jacqui Smith, will today announce a series of measures to tackle knife crime, following a spate of stabbings described as "shocking and tragic" by Gordon Brown. 


The plan was finalised after the Prime Minister met the Metropolitan Police Commissioner, Sir Ian Blair, at Chequers yesterday to discuss the crisis. Ms Smith has written to police chief constables to highlight their powers under the Violent Crime Reduction Act to crack down on licensed premises that could be at the centre of unruly and criminal behaviour. 

The police are to force pubs and clubs associated with knives or guns to search people on entry, under threat of losing their licences. Trading standards officers are being told to step up test purchasing to stop sales of knives to under-18s.

People convicted of carrying a knife will be made to visit A&E departments to see the impact of stab wounds, and to meet families of victims, as well as those imprisoned for knife crime. Youth forums will be extended to encourage young people to stay away from knives. 

The new measures will focus on knife hotspots in London, the West Midlands, Manchester, Merseyside, Lancashire and Essex. 

Ms Smith said: "I am absolutely shocked at the tragic and senseless loss of life we have seen recently. I want to reassure everyone that the Government is taking the issue of knife crime very seriously." She added: "We must tackle this violence head-on. That is why I am today outlining further tough measures, coupled with early intervention and support for parents." 

The Home Secretary has pledged to "increase the visibility of sentencing" for knife-related crime, in an attempt to reassure the public that the courts are coming down hard on offenders. But she rejected calls from David Cameron to have all knife offenders sent to jail, saying: "It is simplistic and wrong to pretend that prison is an easy answer." continues here

Two teenagers 'laughed like clowns' as they punched, kicked and stabbed stranger to death

Two drunken teenagers who laughed 'like clowns' as they punched, kicked and stamped a stranger to death were today facing life behind bars.

Friends Dennis Hind, 18, and 19-year-old Tutu Kabalika picked on hapless Stephen Miller, 45, as they stumbled home from a party.

The pair, who had downed vodka, beer and taken cocaine rained down a string of blows on the victim's head as he lay defenceless on the ground.

The helpless victim pleaded for his life repeatedly shouting 'please stop', but could do nothing to fend off the vicious assault.

Ignoring the screams, Kabalika was seen to land a double-footed stamp on Mr Miller's prone body.

Hind then followed up with a powerful kick to his head as the two killers laughed at their victim.

The victim was out getting some fresh air because he could not sleep when he was savagely attacked. 

They goaded the fatally injured man shouting: 'Come on, get up, get up.'  

When neighbours, who had been woken by the sound of the sickening attack, tried to intervene Kabalika told them: 'I don't think he's had enough.'  

Mr Miller died in hospital a few hours after the attack. He suffered 'multiple fractures to the body' including a broken shoulder, crushed neck, 15 broken ribs and a broken jaw.

He suffered severe brain injuries from the assault and never regained consciousness.

Today Hind and Kabalika were both convicted of murder by a jury at the Old Bailey.

They will return to be sentenced next month.

Judge David Paget QC said: 'There is only one sentence I can pass.'  

The court heard Mr Miller stepped out of his flat around 2.30am to get some air because an ear condition made it difficult for him to sleep.  

He had spent the night watching television with his flatmate in Middle Park Avenue, Eltham, south London, on August 24 last year.

Further down the street Hind and Kabalika were leaving a friend's party.

They bought a 'large quantity of beer and vodka' and were already drunk when they arrived.

Hinds made another trip to the off-licence during the night to buy another bottle of vodka and both men were seen snorting cocaine.

As they left Kabalika was seen being sick in a toilet.

Prosecutor Martin Hicks QC said the killers were like a 'pack of hyenas.'  

'When they left they were both uninjured and had but a short walk to the grassy area where the confrontation with Mr Miller took place.

'We may never know who started the confrontation or why. These two men had never met Mr Miller before, but what we do know is that other than the defendants no one else was involved.

'What is plain is that as it developed there came a time when Mr Miller was on the floor defenceless and in a sufficient state of defencelessness for a considerable period of time.

'As Mr Miller lay on a grass verge unable to defend himself Hinds and Kabalika repeatedly punched, kicked and stamped upon his head and his body.

'During that attack the victim was heard to plead for his attackers to stop, but he sustained multiple serious injuries and sadly died as a result of blunt force trauma to his head and his neck.'  
One witness Patricia McLenahan said: 'They seemed to be quite amused by this, like clowns.'  continues here

NOW BURGLARS WILL NOT BE JAILED

BRITAIN’S soft justice system hit a new low yesterday with plans to scrap prison sentences for burglars.

Hundreds of thousands of crooks could escape jail every year under the proposals by advisers to the Lord Chief Justice. 

Those sentenced to short, sharp shock jail terms of less than 12 months for “less serious offences” – including burglary – should be handed community penalties instead, they said. 

Even those who are likely to reoffend could walk free from court if it is believed they will go on to commit “non-serious offences”. 

And in a further blow, while courts must not be swayed by victims demanding harsher punishments for offenders, the advisers said that judges should listen if they call for leniency. 

Critics said the proposals would do nothing to calm the fears of law-abiding members of the public who have lost their faith in the criminal justice system, and would not deter those intent on crime. 

Shadow Justice Secretary Nick Herbert said burglary is “deeply upsetting for its victims and should not be dealt with lightly”. He added: “People rightly expect that offenders who invade their home will be dealt with severely, and they have little confidence in weak community sentences which too often aren’t even properly enforced.”

Retired judge Keith Matthewman QC called the proposals “an absolute disgrace”. He said: “Criminals laugh at community sentences. The only thing they are frightened of is prison. Many years ago when I was defending people they would say, ‘Can you get me off with a community sentence?’. 

“It is entirely the wrong way to go and I hope judges take no notice of it. The law-abiding public has lost all faith in the criminal justice system and so have I.” 

More than 292,000 burglaries were reported to police last year. Burglars are locked up for an average of six months – but the Sentencing Advisory Panel said unpaid work or a curfew could be a better way of punishing them. 

The panel – which advises the Sentencing Guidelines Council, chaired by the Lord Chief Justice – said short custodial sentences are not as effective at rehabilitating offenders. 

But it stressed that, rather than suggesting longer jail terms, it was saying that “there may be better alternatives to short custodial sentences”. 

The panel’s review said: “A presumption in favour of a community order is most likely to be appropriate in relation to the less serious offences of theft and dishonesty, burglary and motoring offences, where there may be clear advantages in a sentence in the community.” 

It added: “The risk that an offender may commit further offences of a non-serious nature should not automatically indicate that custody is necessary.”

Jailed: council officer who helped herself to £110,000

A FORMER senior officer at Peterborough City Council has been jailed for two years after abusing her position of trust to steal £110,000 of taxpayers' money.
While employed as a project manager within the council's children's services department, Bintu Tijani spent 12 months concocting fake invoices to siphon off almost a 10th of her team's annual budget into her own bank accounts.

On Friday a judge told the 35-year-old expectant mother that a lengthy spell behind bars was the only appropriate punishment for the "serious and sophisticated fraud".

Prosecutors are also launching a claim to claw back her illegal profits under the Proceeds of Crime Act.

Peterborough Crown Court was told Tijani, of Abbotsbury, Orton Malborne, Peterborough, secured a job with the council in May 2004, despite having disclosed a criminal conviction from 10 years earlier for credit card fraud.

As manager of the council's family support strategy team, she was responsible for an annual budget of £1.2 million and dealt with funding for children's services.

But the court heard she abused her seniority to create an elaborate scheme, using fraudulent invoices from imaginary companies.

Ebraham Mooncey, prosecuting, said: "Over a period of approximately one year, she submitted 12 false invoices totalling £110,250, knowing them to be fraudulent, for her own financial gain."

Evidence of Tijani's wrongdoing was uncovered by fraud investigators at the council following her suspension from work on an unrelated matter in October last year.

She was sacked a month later, and the evidence was passed on to the police.

Hugh Vass, mitigating, said his client admitted the offences at the first opportunity, but she could not explain where all the money had gone.

"If she knows, she has chosen not to disclose it," he said.

"She says £80,000 was sent to her mother in Nigeria, and she was also involved with a man who was unemployed and claims she had got into debt subsidising his lifestyle.

Man beaten by masked robbers

A GANG of seven teenage thugs wearing knuckle-dusters beat and robbed a man in Walthamstow on Sunday (6).

The man, 45, was walking along Lloyd Road when the gang confronted him and began punching him in the face, arms and back.

One of the assailants grabbed his leg, causing him to fall to the ground.

The thugs then kicked him as he lay on the floor, before going through his pockets and taking a wallet and mobile phone.

The robbers then ran away in different directions.

The man was taken to hospital and treated for a swollen face and bruising to his body.

The robbers are all described as black, about 16 years old and wearing dark clothing, hooded tops and balaclavas. continues here

Crime-ridden neighbourhoods are told by the police to Do It Yourself

Teams of Neighbourhood Watch members are to be asked to do jobs previously left to the police.

The civilian groups could spy on villains, patrol crime-hit estates at night and even check car tax discs.

In some cases they would form secret groups to gather intelligence.

Details of the plan are contained in a leaked memo sent to chief constables in the last few days.

It brought immediate accusations that the Government is aiming for more policing "on the cheap".

There were also fears it could lead to community tensions, with neighbour checking on neighbour.

Today the man behind the memo - Hertfordshire Chief Constable Frank Whiteley, who speaks for the Association of Chief Police Officers - denied Neighbourhood Watch participation would ever take the place of real policing.

Twenty-three per cent of homes are members of Watch schemes but few play an active role.

Critics said it was significant that the suggestions for tapping the "unused energy and enthusiasm" of Neighbourhood Watch groups coincided with a Home Office report calling for a cut in police numbers.

Tory spokesman David Ruffley said: "Jacqui Smith's plan to cut police numbers in the next three years was bad enough.

"But now it seems she wants that gap filled by Neighbourhood Watch members taking on frontline policing duty.

"Neighbourhood Watches have done excellent work with the police but always as valued volunteers, not vigilantes.

"If Neighbourhood Watch members are to take on a bigger role it should be thought through properly, so they are not put in harm's way just for the sake of a quick Home Office headline."

Mr Whiteley's memo gives examples of how Neighbourhood Watch members could be used, by extending little-known initiatives which have been piloted locally.

These include an estate in Cleveland which was "plagued by drunken youths" who left residents afraid to go out after 5pm.

Neighbourhood Watch members were sent out to tour the estate after dark, in pairs. After a few months the yobs moved away.

Also in Cleveland, residents kept watch on the home of a suspected drug dealer, noting down descriptions of visitors and their car number plates to pass on to police.

In Sussex, residents are on standby to provide search teams if anyone goes missing.

And in Cambridgeshire, the Neighbourhood Watch teams provide information about untaxed cars parked in their streets. The information has led to the clamping of 17 vehicles, the document said.

In Bedfordshire, there are even "covert" Neighbourhood Watch groups, who do not display membership stickers in their windows.

They meet in secret to share information with the police.

In Cumbria, the Neighbourhood Watch sent letters to convicted criminals warning them not to trespass on private property.

The timing of the memo - titled Neighbourhood Watch in Context: A Strategic Tool for the Neighbourhood Policing Agenda - will be viewed as highly suspicious.

The Home Office report by Sir Ronnie Flanagan, also published last Thursday, said retaining the current number of fully-trained police officers was neither necessary nor financially sustainable.

The former RUC chief said many of the tasks performed by these "standing armies" - including manning police station reception desks to help distressed crime victims - should be handed to civilian staff instead.

Only 10 per cent of policing tasks require fully-trained officers, he argued.

Jan Berry, chairman of the Police Federation which represents rank-and-file officers, has warned the police could be turned into a "paramilitary force", meeting the public only in situations of confrontation.

THE full extent of the damage unlimited immigration is causing to the fabric of society is revealed by a Daily Express investigation today.

Figures show that a foreigner is being arrested every four minutes on the streets of Britain.

Hundreds of migrants and other visitors are held every day as a devastating result of the Government’s open door policy.

In some forces, arrests of foreigners account for one in seven of all those detained. Poles have now become the worst foreign offenders after hundreds of thousands flocked here following Labour’s decision to throw open our jobs market.

Alan Gordon, vice-chairman of the Police Federation, said: “Immigration on the scale we have experienced is putting an intolerable strain on all public sectors, not only policing. We have got to recognise the need for additional resources where there are large congregations of migrant workers.”

The Daily Express investigation presents the most detailed picture yet of the impact immigration is having on crime levels and police resources.

It shows that violence is one of the most common offences committed by migrants, along with theft, fraud, immigration violations and drugs. The revelation comes just a week after three police chiefs warned that the influx of migrant workers has contributed to a crime explosion.

The problem has become so acute that the Home Secretary has called a summit meeting with all 43 chief constables to address the issue.

But rank-and-file police last night blamed the Government for failing to see the problem coming, while opposition MPs stepped up calls for an annual limit on migrants.

Shadow Home Secretary David Davis said: “This clearly demonstrates the impact that Labour’s chaotic immigration policy is having on police resources.

“This is why Labour must adopt our policy of controlling immigration. This means putting transitional arrangements in place for future EU countries and setting an annual limit on non-EU immigration.

“When setting this limit, the Government should take into account the impact of immigration not just on the economy, but on housing and the wider public service infrastructure, including police capability to cope with any population increase.”

Figures from 26 police forces received under the Freedom of Information Act showed that a total of 79,308 foreign nationals were arrested in 2006 – the latest year for which figures are available. They represented seven per cent of the total number of arrests.

If the level of arrests was reflected across the remaining forces which failed to supply information, it would mean more than 131,100 foreigners arrested in one year. That is the equivalent of up to 360 a day, or one every four minutes......Article conts (-)

Centenarians robbed by tricksters

Two centenarian sisters have been robbed at their home by a gang posing as water company officials.

Alice and Annie Horsman, who are 100 and 106, were targeted by two men and a woman at their home in Rochdale, Lancashire.

The thieves said they needed to test the water, pushed their way in and stole a large amount of cash from the living room.

The trio fled and 100-year-old Alice chased them but fell and hurt her head.

Jails full as inmates reach record number

Dozens of prisoners were housed in court cells this week after space ran out in prisons and police stations. The jail population in England and Wales reached a record 81,681 yesterday.

After a sudden increase in the number of short-sentence prisoners, the Prison Service declared the jail system “full” for the second time in eight months and turned to court cells to house the overflow.

Between 50 and 100 prisoners were housed in cells at West London, Highbury and Mansfield magistrates’ courts from Tuesday to Thursday. It was not clear whether prisoners were being held in court cells last night.

A Ministry of Justice spokesman said: “A limited number of court cells have been made available to help ensure that exceptional population pressures can be managed safely and securely. They are a measure of last resort and are only used if accommodation in prison and police cells is exhausted.”

It is costing the Prison Service an average £420 a night to hold a prisoner in a police cell and £300 a night in a court cell compared with an average £75 a night in a Category B prison.

Last year Anne Owers, the chief inspector of prisons, criticised conditions at West London Magistrates’ Court after an inspection found that prisoners were being held in cells over a weekend with no activity, no natural light and no exercise facilities.

Prison numbers began rising steeply after the usual fall at Christmas and have increased by almost 2,000 in the past five weeks, including by more than 400 in the past seven days.

Court cells were last used to house prisoners in June and shortly afterwards the Government announced an emergency early-release scheme intended to ease the pressure. Since then 16,000 offenders serving between four weeks and four years for nonserious violence and nonsexual crimes have been released 18 days early......Article conts (-)
